Free Software For Building Web Sites:

Open Office: This is a free office program that will read other office programs files you can use. It has a wonderful web page section that builds clean coded html pages for web sites.  I have used this program to undo Microsoft Office pages that are filled with a lot of extra back coding.

Eversoft First Page 2000: The free download is actually the latest version (2006) at the time this page was created. Nag screen to buy on opening and closing but is free to download for non profit sites. It has many features and is a full blown web site building software. You choose the interface you want to use from beginner to hardcore to use the software.

Forms Expert - This software builds helps build secure forms so you don't get spammed. You need to be on a server that has PHP installed but you don't need to be able to code in PHP. This program does it for you. Create your form as your usually do, run it through this program and upload to your site. Free to download or buy. Free version runs very well and is used on this site.  June 2008 - no longer free of charge unless you can find an older copy marked beta.

FileZilla FTP Client - Free and being improved constantly. Fast and efficient and can handle huge site uploads easily.

Many free programs exist across the internet that you can download and use to build your county pages. Just use your favorite search engine to search for them.
